Objective and Purpose of the Assignment

It is estimated that a technical assistance (TA) for the People’s Republic of China for the Research on
Integrated Management of Water Scarcity and Ecological Protection in the Yellow River Basin will require
(i) 13.80 person-months (pm) of consulting services, comprising one international and five national
individual consultants: water resources management specialist (international, 1.00 pm; and national,
3.40 pm), water resources allocation specialist (national, 2.00 pm), ecology specialist (national, 3.00
pm), land resources management specialist (national, 1.40 pm), and computer engineer for modeling
(national, 3.00 pm); and (ii) 0.90 pm of five national resources persons for integrated river basin
management, water resources management, water policy, land use policy, and ecology (national, 0.18 pm
each). Asian Development Bank (ADB) will engage each of the consultants and resource persons through
individual consultant selection and a lump-sum contract with provision for fixed out-of-pocket
expenditures, following ADB’s Procurement Policy (2017, as amended from time to time); the Procurement
Regulations for ADB Borrowers (2017, as amended from time to time); and their associated project
administration instructions and/or staff instructions.

This document sets out terms of reference of an individual national computer engineer for modeling for
the TA. The direct client is ADB. Services of the engineer will be provided to the China Institute of
Water Resources and Hydropower Research (IWHR), the executing agency of the TA.

Scope of Work

The engineer will develop a basic spatiotemporal database and data platform for information collected
over the 20-year period from 2001 to 2020 on land cover, land use, hydrometeorology, water resources,
and social economy in the upper and middle Yellow River basin.

Detailed Tasks and/or Expected Output

The engineer will develop a basic spatiotemporal database and data platform for information collected
over the 20-year period from 2001 to 2020 on land cover (i.e., forest, grassland, farmland, wetland,
water, etc.); land use (for construction, farming, protection, etc.); hydrometeorology, including
climate change (i.e., quantity of precipitation with climate change-induced changes in precipitation
patterns, runoff, climate change-induced changes in evapotranspiration, etc.); water resources (i.e.,
surface water resources, ground water resources, water supply, water consumption, etc.); and social
economy (i.e., gross domestic product, population, etc.) in the upper and middle Yellow River basin.

By the end of the assignment, the engineer will submit a report to ADB and the IWHR (a soft copy of the
English version to ADB and soft copies of the English and the Chinese versions to the IWHR). The
submitted report will be subject to review by ADB and the IWHR.

Minimum Qualification Requirements

The engineer shall have a university or higher degree or equivalent qualification in computer
engineering, at least 15 years of experience in computer modeling, and experience in and knowledge on
computer modeling for water management.
