Assignment Title: Consultancy Services for the Assessment and Verification of Water Supply Services in Selected Schools and Health Care Facilities in the Shiselweni Region, Eswatini

The Government of the Kingdom of Eswatini has received financing from the World Bank towards the cost of the Eswatini Water Supply and Sanitation Access Project, and intends to apply part of the proceeds for consultancy services. The services comprise of the conducting of technical and engineering assessment of WASH infrastructure in selected institutions to determine capacity for water supply services. The implementing agency for this project is the Government of the Kingdom of Eswatini through Eswatini Water Service Corporation (EWSC) and sub-coordinated by the Ministry of Health.
The technical and engineering includes the following key task; undertake technical and engineering assessments to verify the functionality and sustainability of water supply systems in selected institutions in the Shiselweni region. The target number of institutions is 35 Schools and 4 Health Care Facilities. Some of these institutions will benefit from Eswatini Water Services Corporation (EWSC) water supply.
Objectives;
- To facilitate the provision of a complete WASH package to at least 35 Schools and 4 health care facilities in the Shiselweni Region.
- To conduct technical and engineering assessment of WASH infrastructure in selected institutions to determine capacity for water supply services
Scope of Work
The consultant must assess the existing Water Supplies infrastructure in selected institutions to ascertain their functionality and sustainability in terms of quality and quantity to meet the optimal functionality of a viable technology and to ensure all aspects of WASH services are not hindered.

Consultant Qualification and Experience
The Government through Eswatini Water Service Corporation now invites eligible consultants (individual consultants) to indicate their interest in providing services on the Assessment and Verification of Water Supply Services.
The Expression of Interest shall include information about consultants’ qualifications and capability to perform the consulting services including description of experiences with similar assignments, experience in similar conditions, confirmation of availability of the consultants, The shortlisting criteria are:
The consultant shall have the following qualifications:
- Advanced university degree in engineering or any related field.
- Minimum of 10 years’ experience in the water supply, sanitation, and hygiene (WASH) interventions and intersections with health, nutrition, and education highly desired.
- Knowledge and understanding of WASH design and technologies.
- Demonstrated understanding of cross cutting issues such as gender and social inclusion.
- A track record of delivering analytical work to a high standard and in a timely fashion.
- Registered with a recognized Engineering Association and be eligible for registration with the Engineering Association of Eswatini
- Strong writing skills in English are needed.
The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers of July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.
A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
